Doel	Vanuit bestuursrechtelijke bevoegdheid beoordelen of een situatie in overeenstemming is met geldende wet- en regelgeving, verstrekte vergunningen en meldingen van activiteiten.
Aanleiding	Een afgehandelde vergunningaanvraag (zowel voor begeleiding van de realisatie van de vergunning als voor toezicht bij een afgewezen aanvraag), een gerealiseerde vergunning, een verwerkte melding (van een activiteit), een eerder uitgevoerde controle, een melding van overlast of ongewoon voorval, een verzoek (door een belanghebbende), een ‘toevallige’ waarneming, een handhavingstraject, een project dan wel het gepland zijn van toezicht.
Toelichting	Het betreft het controleren van / toezicht houden op de verleende vergunningen, de verwerkte meldingen en het zich houden aan vigerende wet- en regelgeving. Elke controlezaak betreft één controle met daaruit voortvloeiende bevindingen. Een hercontrole is een nieuwe toezichtzaak. Beschreven is het meest voorkomende toezichtproces, waarvan een controlebezoek deel uit maakt. In het meest eenvoudige geval betreft de controle het inzien van het dossier en het daaruit bijvoorbeeld constateren dat niet voldaan is aan de plicht tot het indienen van een rapportage (administratieve controle). In complexe gevallen, bijvoorbeeld het controleren van activiteiten die betrekking hebben op het Besluit risico's zware ongevallen 2015, kan een controle meerdere dagen in beslag nemen. De in het zaaktype vastgelegde termijnen (doorlooptijd behandeling, servicenorm behandeling, doorlooptijden statussen) zijn 'redelijke termijnen' voor de uitvoering van veelvoorkomende controles. De afspraken over deze termijnen dienen vooral ter beheersing van individuele zaken én zaken waaraan zaken van dit zaaktype een bijdrage leveren (zoals de behandeling van een handhavingsverzoek, het nemen van een handhavingsbesluit en de lasten onder bestuursdwang en dwangsom). Uitsluitend voor inspecties van inrichtingen waarop het Besluit risico's zware ongevallen 2015 van toepassing is, is een wettelijke termijn voorgeschreven: voor deze inspecties geldt dat de conclusies van de inspectie binnen vier maanden aan de exploitant van de inrichting moeten worden medegedeeld (art. 13, lid 13 Besluit risico's zware ongevallen 2015). Als het gevoerde toezicht aanleiding geeft tot handhaving, dan vindt die plaats in een gerelateerde (vervolg)zaak van het zaaktype ‘Handhavingsbesluit nemen’.
